Enhancing Public Parking Efficiency Through Smart Technology

Public parking is an essential but often overlooked component of urban infrastructure. For councils, retailers, and communities, the way a car park functions directly impacts accessibility, customer experience, and local business performance. At Lane Cove Council, improving parking amenity has been a priority, with recent upgrades at Market Square demonstrating how technology can transform a busy, complex site into an efficient and user-friendly facility. 

The Challenge of a Complex Car Park

Market Square is a 300-space, three-level public car park serving a wide range of users, including local businesses, Woolworths as the anchor tenant, the Lane Cove Library, and families visiting the nearby school. The design of the facility, which includes tight corners, limited sight lines, and peak congestion periods, made navigation difficult for drivers. As a spokesperson from Lane Cove Council explained: 

“It’s not the easiest car park to navigate. The configuration does not lend itself to straight lines of sight and includes a number of mandatory turns. Further, peak times such as school drop-off and pick-up impact other users. The Park Agility solution has delivered great equity for all user groups 

The Council identified the need for a system that could reduce congestion, improve turnover, and deliver greater equity and fairness for all users. 

Implementing Red-Green Indicator Technology

Following a procurement process, Lane Cove Council selected Park Agility to deliver an overhead red-green indicator system. The solution provides real-time visibility of available spaces, integrates with digital signage showing space counts, and includes monitoring for designated areas such as seniors’ and disability parking. 

“We determined from the research, that overhead green-red indicator lights were the optimal solution. Park Agility’s offering was the most reliable and it’s certainly proven to be the case since delivery.” 

By removing uncertainty for drivers, the system has streamlined parking flows, reduced search times, and created a more positive experience for visitors. 

Integrating with a Frictionless Parking Model 

The Council had already taken steps to improve throughput by removing boom gates and moving to a ticketless, frictionless model. Drivers can pay at machines, on exit, or up to three days post-exit, with enforcement handled in the background. The new indicator system complemented these changes. Together, they eliminated bottlenecks and supported the high turnover needed to meet community and business demands. 

“By making it quicker and easier for people to get in and out, and augmenting that with overhead indicators, we’ve got an efficient public car park.” 

Delivering Equity and Fair Access

For councils, fairness is as important as efficiency. By reducing misuse of seniors’, disability, and electric vehicle charging bays, the system has supported equitable access. Pricing policies have also reinforced this, with the first three hours free and subsequent charges kept deliberately affordable. 

“This is not a commercial venture for Council. We don’t have any return-on-investment hurdles to meet. Our goal is high turnover, delivered at a fair price.” 

On a typical day, Market Square now handles between 2,100 and 3,000 vehicle entries, which is seven to ten times its capacity. This high utilisation benefits both the community and surrounding businesses. 

Supporting Local Businesses and Community Facilities 

Beyond convenience for shoppers and commuters, the upgraded car park is critical for local business viability. With Woolworths, a dozen other tenants, and the Lane Cove Library relying on visitor traffic, reliable parking access directly impacts customer footfall. 

The Council has received positive feedback from users and stakeholders alike. As the spokesperson noted: 

 “The community anchor tenant, and speciality retail stores are very happy with the improved turnover and customer experience.”

    Smarter Parking for Parramatta: Council Upgrades Car Parks with Park Agility

    The car park refresh program from City of Parramatta Council included improved aesthetics at their Justice Precinct, Parramatta Station and Eat Street car parks, as well as wayfinding information signage and a transition to a cashless payment system. Having already worked with Council on the Parramatta Aquatic Centre parking facility; Park Agility were delighted to assist with this upgrade project. 

    A Smart Design for Seamless Flow

    The three multi-level car parks across the city are mainly designed in a circular fashion where all parking bays are located on both sides of the main aisle, with no secondary aisles to be navigated. This simple enter, circulate and exit using a ramp to the next level car park design lends itself to a cost-effective level counting solution, with Park Agility’s Zone Counting solution (Laser Technology) being installed on each UP & DOWN ramp.   

    Real-Time Parking Guidance

    Park Agility’s SenseIQ Management system can then send the data of how many cars have entered, stayed or exited each level, to provide an accurate count of available parking bays per level in real time. An LED sign has been installed at the entry points of each car park, advising drivers on the number of available bays, so they can immediately see which level to head to for a parking spotThis valuable occupancy information helps drivers make quick parking decisions saving time to park and reducing congestion as the need for vehicles to slow to a crawl while searching for a spot is minimised. 

    Specialised Parking Made Simple

    In addition, individual bay parking guidance sensors have been installed for speciality parking category bays such as Accessible (DDA Bays) Electric Vehicle charging (EV Bays). By also indicating the availability of these bays on the internal wayfinding signage, drivers can easily see the level they are located on and how many are available.

      Park Agility have recently worked with Mosman Council to implement a clever car parking solution that uses their technology to both improve user experience and help manage overstays.

      The multi-level Vista St car park near the indoor swimming centre; the small 45-bay residential Cache car park; and the Bridgepoint shopping centre car park are all ungated, offering free parking for set periods of time. In some cases, each level of a car park offers a different time restriction.

      Parking Guidance

      Individual PGS bay sensors not only illuminate to indicate bay availability, they also track the time a vehicle enters and exits a bay, allowing the sending of overstay alerts to council parking rangers as needed. This reduces the need for chalking tyres and allows for complimentary timed parking to be available to all residents and visitors to the area who need it.

      Licence Plate Recognition

      LPR (Licence Plate Recognition) cameras have been installed at entry and exit points to the car parks, to provide additional photographic time and date stamped support to Council for managing parking enforcement. The SenseIQ management system sends data to Council’s third-party enforcement technology provider, via API, allowing for accurate and valuable parking information to flow for enforcement and management purposes.

      Precinct Signage

      Park Agility refurbished Council’s four existing wayfinding precinct signs as part of this project, removing, cleaning and re-spraying the Raglan St East, Raglan St West and Mosman Square signs, before installing new LED and communication technology inside each sign. This kept the project within Council’s budget whilst ensuring the look and feel they wanted for the streetscape remained intact.

      Council’s goal of providing a smooth, complimentary parking experience for users whilst also managing the availability of parking service for all, in an equitable manner, has been achieved through the use of the Park Agility technology, linking LPR, parking guidance and precinct signage plus integration services in one smart solution.

        Smart parking for smarter travel

        Seaford’s New Smart Commuter Car Park Opens at Kananook Station to Ease Congestion and Support Public Transport

        The Park Agility team have worked with Frankston City Council and Ireland Brown Constructions on a federally funded commuter car park in Seaford. Designed to reduce congestion, support an effective public transport system, and reduce commuter travel times, the car park is located next to Kananook Railway Station. 

        The three-level parking facility offers 300 bays for commuters, as well as parking for visitors to the nearby Frankston Basketball Stadium. The two covered parking levels have been fitted with per-bay parking guidance technology and the outdoor rooftop utilises a LiDAR sensor system for area counting. Accessibility bays are differentiated by sensor colour.  

        In addition, two internal wayfinding signs indicate occupancy per level and an external sign on Wells Rd updates total car park occupancy in real time for drivers to see on approach where parking is available.  

        The project has been future proofed with provision for an additional level to be added, ensuring growing capacity demands for public transportation options can be met.

          In the Terminal 2 freight section of Sydney’s Kingsford Smith airport, national carrier QANTAS operate several loading docks for transporting cargo around the world. With space at a premium and operations running around the clock, they looked to Park Agility to assist with automation in a narrow loading zone that frequently encountered congestion.

          With four loading bays, it was not uncommon for all to be occupied on a regular basis. Problems would arise when additional trucks would arrive to find no bay available and left with no space to turn around or allow another truck to depart. To date, manpower has been used to manage congestion and bay usage, with two traffic controllers on duty 24 hours a day, 7 days a week. Now, using signage and technology, Park Agility have assisted QANTAS Freight with an automated solution that will save time and money.

          Each of the four bays are monitored with inductive loops, with three per bay set in specific locations to allow the system to determine the length of the vehicle. Data from these loops is sent to two separate signs, located on approach to the loading dock and at the loading dock.

          When a truck parks in a bay, a red cross indicates it is occupied and when it leaves, a green circle signifies availability. When all bays are occupied, a custom message panel notifies incoming drivers not to approach the dock and to wait for availability.

          The high voltage that is underground at the airport meant the usual practice of running data cable underground was unsuitable, posing a challenge for signage location. As a result, LoRa (Long Range) was implemented – a low-power wide-area network (LPWAN) protocol – allowing wireless communications between the SenseIQ management system which is located in the terminal building and the Variable Message Signs located approximately 100m and 200m away from the loading docks.

          In real time, bay status data from the multi inductive loop is communicated. Access to SenseIQ is available via mobile phone, tablet or computer allowing dynamic messaging to be updated as needed, to communicate information with incoming drivers on bay availability, closure, maintenance and more.

          This complex installation went live in the third week of July 2020, with one traffic controller in place to help drivers transition to the new system. Over time, significant savings will be seen as familiarity with the automated system increases and the cost of manpower diminishes.

            Bondi Beach + major retail + transport hub = commuter congestion

            Waverley Council’s three car parks presented unique challenges that exacerbated traffic, pollution and frustrated customers.

            Eastgate carpark has 900 bays over 6 levels. Lack of visibility of spaces created repeated circling to hunt for a parking bay. Consequences of this kind of parking behaviour include poor air quality, higher run-off pollution and more incidents caused by competitive parkers. Hollywood Avenue carpark has 168 bays across two levels but the traffic flow was convoluted. After that certain point on Level 1, if all bays were full, you were forced to exit, circle the block and try again. You had to make a call early if you wanted to try for an available bay on level 2. But there were no guarantees. Fuel and time both wasted countless times daily.

            "We intend to reduce greenhouse gases by 30 per cent by 2020. So we know we need to be smart."

                  World Square is a large centrally located facility in Sydney’s CBD. Owned by Arcadia and ISPT and managed by JLL, the facility includes a mix of retail shopping, restaurants, residential and office space. The car parking facilities comprise 520 bays across 6 levels and service both residential and public customers.

                  Positioning its facility as the convenient place to park JLL management was committed to ensuring this was true and approached Park Agility with three key areas to improve:

                  • visibility of available car parking spaces

                  • actionable bay utilisation data

                  • management of overstays

                  JLL’s chosen solution for these challenges was the installation of Park Agility’s Parking Guidance Solution (PGS).  Completed within two months, the Park Agility PGS was up and running in September 2018. With over 50 highly visible signs installed, parking customers now have excellent way finding signage enabling them to find an available car parking bay within minutes, every time.

                    Five Dock Square is a mixed-use development containing residential apartments, a supermarket, restaurant and a public library. It offers commercial parking for 163 cars, including 14 disabled parking bays, over two levels for members of the public who are utilising the supermarket, restaurant and library facilities.

                    Prior to the parking guidance system being installed, issues arose with residential vehicles parking and remaining in the public car parking area for prolonged periods. This impacted the availability of parking bays for the supermarket, restaurant and library customers by reducing the turnover of parking bays throughout the day. There was also a lack of utilisation of the lower level parking bays which includes all the disabled parking bays.

                    Opting predominantly for a loop counting solution which counts the number of cars coming in and out of the carpark; high visibility, full colour LED signage now displays bay availability for the convenience of shoppers and library patrons.

                    To better monitor and communicate parking on the lower level, all standard and disabled bays on the lower level are fitted with PGS sensors. Carpark management now have visibility into length of stay and receive occupancy reports, allowing them to check bays that have been utilised for longer periods. License plate information then enables them to monitor residents’ behaviour, freeing the bay for its intended use. The sensors also feed information to the display signage outside the carpark, highlighting the availability of standard and disabled parking bays for the general public.

                    Five Dock Square’s new parking guidance system has improved the parking experience of the general public including disabled bay users by providing timely information on availability, reducing delays and optimising efficiency. For the facility managers, reporting and alerts allow management of the parking bays, ensuring they are being used for the purpose they were designed. Furthermore, as an ongoing partner in maintenance and service, Park Agility can assist with upgrades to extend the use and efficiency of sensor technology on the site as and when required.
